This is actually one of those odd, little gizmos which it supposed to spin and create this sort of odd visual-equivalent of a "whoosh" as reflections upon the metal rings radiate outward. It's pretty cool; however, unfortunately, the motor that came with it, although battery powered, actually sounds a heck of a lot like it's driven by a diesel engine taken from an old, retired city bus. It's noisy. It's much noisier than a sun should be.
Still... It's sunny. And look! The sun even has rosy cheeks.
